Colonial Office have received telegram of November
24th from Governor of Hong Kong to effect that application
has been made for large numbers of Chinese emigrants to
Mexico. They enquire whether we have any observations,

July 25th, 1902. If views of Chinese Government of that
date still hold good there seeme no objection.
Please reply urgent.
Repeated to Mexico No. 116, in case His Majesty's
Legation should know of any local objections.
